The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. They are more global and aggressive, often directly interfering in state sovereignty and democratic discourse and supporting the party’s broader strategic and economic goals.

The report canvasses the existing publicly available evidence of covert cyber-enabled influence operations originating from China to provide an assessment of the CCP’s evolving capabilities. We find that the CCP has developed a persistent capability to sustain coordinated networks of personas and that multiple Chinese government agencies probably conduct, in parallel if not collectively, covert influence operations on social media. Those operations have become more frequent, sophisticated, and effective in targeting democracies by disrupting domestic and foreign policies and decision-making processes.
As a case study, we reveal a previously unreported CCP cyber-enabled influence operation linked to the Spamouflage network, which Twitter and Meta attributed to the Chinese Government in 2019. This new iteration of the network is using inauthentic accounts on US-based and China-based social media platforms to spread unverified claims that the US is irresponsibly conducting cyber-espionage operations against China and other countries. Drawing on slip-ups like an open browser tab identifiable in an image accidentally tweeted by a Spamouflage-linked account, we believe the Chinese Government agencies conducting this influence operation named it ‘Operation Honey Badger.’

Prologue: Whispers of a Stranger
The year was 1579. The shores of Kyoto were caressed by the gentle waves of the Sea of Japan, as a strange vessel approached. Aboard the ship, a tall, dark-skinned man with the bearing of a warrior stood, gazing upon the foreign land that would soon become his home. His name was Yasuke, and he had been brought to Japan by the Jesuit missionaries, sold into servitude and torn from his African homeland.
Chapter 1: Nobunaga's Curiosity
Yasuke's arrival in Kyoto was met with awe and fascination. His ebony skin, unlike anything the Japanese had ever seen, drew the attention of the powerful daimyo Oda Nobunaga. Intrigued by the foreigner's strength and demeanor, Nobunaga requested a meeting with Yasuke. The two men found a mutual respect for each other's warrior spirit, and thus, Yasuke was granted a position in Nobunaga's service.
Chapter 2: The Path of the Samurai
As Yasuke adapted to his new life, he faced many challenges. He struggled to learn the language and customs, as well as the intricacies of the samurai code, Bushido. Despite the adversity, his determination to prove himself to Nobunaga and the other samurai never wavered. Chapter 5: The Black Samurai's Vengeance
As the flames consumed the temple, Yasuke vowed to avenge Nobunaga's death. He fought his way out of the burning temple, cutting down Mitsuhide's men with the ferocity of a wounded tiger. In a final confrontation with Mitsuhide, Yasuke's loyalty and honor as a samurai shone through, but he was ultimately captured and spared by Mitsuhide, who could not bring himself to kill the man he had once called a friend.

近年、俺が良く遊んだ、面白かったゲームを並べてみると見事にMade In Japanがない。

「つまらなくなった」以前の問題として、国産ストラテジーゲームが絶滅危惧種であるというのが現状では。
とりあえず4gamer.net のタイトル検索( https://www.4gamer.net/script/search/index.php?mode=title )で、ジャンル: "ストラテジー"+特徴/開発地域: "日本"で検索し、発売日順にソートして2018年から2020年までのリリース状況を見てみようず(ちなみに、この条件に当てはまる最も最近のゲームのリリース日が2020/12/17なので、2021年は0本。なので実質として直近三年分のリリース状況になる)。
結果がこれ
複数プラットフォームでリリースされてるものは一つにまとめている。また、「ストラテジーゲームの定義」は面倒なので、ここではとりあえず「4gamer.netでストラテジータグが付いているもの」とする。
感想としては、ほぼほぼナンバリングタイトルと有名タイトルからの派生じゃねーか感がある。あと発売元もコーエーテクモゲームス、セガ、システムソフト・アルファーのヘビロテ。
「でもストラテジーゲームっていうジャンルは昔からだいたいこんなもんでしょ?」みたいな人もいるかもしれないので、同じ条件で2001年から2003年までの三年間のリリース状況を見てみようず。
注意点。当時の4gamer.netはPCゲーム専門だったので、上のデータと違ってコンシューマゲームについての登録がない。時代が時代なのでスマホアプリはそもそも存在してないし、ガラケーアプリについても登録は無い。
また、復刻版や廉価版については除外。パワーアップキットなどの追加要素単独発売についても除外。
現在と比べると、リリース数もさることながら発売元やシリーズ名もかなり多様性が有ったことが分かる。あと、上に書いたとおりコンシューマゲーム機向けの情報が抜けているので、実際にはもっとリリースされてたはず。
とはいえこの頃が国産ストラテジーゲーム黄金時代だったかと言うとそうでもなく、後にクソゲーオブザイヤー常連となる某社を筆頭にして、DOS時代と比べると技術的にもゲームシステム的にも後退した印象が強い。
某社、DOS時代は大戦略シリーズの焼き直しだけじゃなくて、「ブリッツクリーク」で諸兵科連合を考慮したシステムを入れたり、「パンツァーカイル」で士気システムや部隊編成システムを入れたりとか、「空軍大戦略」で航空戦に特化してみたりとか色々とシステム面でチャレンジしてたのだけれどなあ…
メーカー側が「ストラテジーゲーム」としているのに4gamer.net側は「シミュレーション」としていたりする例や、カジュアル寄りのRTSやタワーディフェンス系のゲームが含まれていないなどの指摘について。
指摘自体は妥当とは思うけれども、このあたりを深く突っ込んでいくと際限が無いので
と敢えて逃げている。定義論争はSFだけで十分だし、ここでやりたいことは網羅ではなく「同じデータソースを使って過去と現在の状況を比較してみる」ことなので。
ゲームタイトルをジャンルと開発国で絞り込み出来るのが楽なので。Impress Game watchは古くからの記事が残っているという点で非常にありがたいのだけれど、こういう形でタイトルを絞り込む用途には使いづらい。
このあたりも定義論争になりそうだけれど、「シミュレーション」というジャンルは本質的にかなり幅が広くて…
市長視点で市政をシミュレートしたゲーム、社長視点で経営をシミュレートしたゲーム、パイロット視点で操縦をシミュレートしたゲーム、農家視点で農場経営をシミュレートしたゲーム、神視点で生命進化をシミュレートしたゲーム、魔王視点でダンジョン設営をシミュレートしたゲーム、小隊長視点で戦闘をシミュレートしたゲーム、師団長視点で戦術をシミュレートしたゲーム、国家指導者視点で戦争をシミュレートしたゲーム、蟻視点で蟻の巣をシミュレートしたゲーム、普通の人視点でアクアリウムの維持をシミュレートしたゲーム、こういうの全部が「シミュレーション」というジャンルに収まってしまうわけで。
でも元増田が言及してるゲームは戦争・戦闘要素が絡んでくるやつが大部分なので、幅広い「シミュレーション」より、戦争・戦闘要素が強い「ストラテジー」で絞り込んだ方が良いなという印象。(といはいえ4gamer.netの「ストラテジー」ジャンルには戦闘関係ないやつも結構入っているのは確かだしsteamはより大雑把だったりするのだけれど。)
生きるってなんだろう。って考え始めるといつも最後は宇宙ってなんだろうにつながる。
そんなことを考えてると、地球というちっぽけな星で、自らを人間と名乗る偶然誕生した生き物が、その短い歴史の中でお金だの法律だのといろんなルールを作って、笑ったり怒ったり泣いたりしながらあくせくやってることが、なんとも言えないくらいいじらしく感じる。
