PayPal seems to be working with a scam company. When you trial a subscription and then cancel it from your subscriptions. PayPal carries it forward and charges you the full price the next month without notifying you. They carry it in a part of the app it is found in the menu under subscriptions or automatic payments which you do not add but PayPal adds., this is the info I found on one of these companies which PapPal is helping to commit fraud. Check your subscriptions frequently because you don’t add them PayPal adds them

I paid for a Groupon break with PayPal thinking my money was safe and guaranteed. Silly me. Groupon was a nightmare, a seperate issue. We cancelled and it showed as refunded, but the money never came. They refused to refund. I appealed to PayPal, their website is a nightmare and cuts you off as you are typing. They strangely found in Groupons favour. 6 times I had to ring (1hour) and wait to get through to a specialist advisor. Each time they assured me my case was genuine and they would get my money back. Within a week,each time they decided in Groupons favour. They ignored my information that what Groupon was saying wasn't right and we could prove it. Although I spoke to them 7 times over the month, they closed the case because it was over 30 days old and refused to re-open it. We got our refund from Groupon through the small claims court, which showed our case was genuine. I've closed my Paypal account and would never trust them again. Appalling service to a loyal customer of 20years.

Paypal does not honour its own policy to protect the customer against fraudaulant companies. I bought a coat from what was advertised as a French company and it arrived from China. It was a tiny coat not made for european sizes.
It took me a long time to get a response from this company re a refund and after several weeks finally got a return address only for it to get stuck at customs and then ultimately returned to me 5 months later. No refund or acknowledgement was ever given by the company. Paypal ruled in favour of the company as it said they sad they would provide me with a refund upon receipt of the returned item. I followed all the instructions Paypal provided to return it to the verified address in China, but instead they closed my appeal saying I did not follow the correct procedures.
It was a most unpleasant experience and will never trust Paypal to honour their own policy, so will avoid using them for any future purchases.
Very disappointed with them and their lack of accountability or customer protection.

Buggy and unstable platform
I'm definitely thinking to abandon PayPal because they act in a very problematic way: my access is currently blocked because of a security issue they had this days: I did not receive SMS confirmation messages (secure login) so after multiple attempts, now my account is blocked for 10 days ! Which means I cannot use MY MONEY because of their UNSTABLE and BUGGY system. PayPal are siding with a scammer who took my money when ordering but didn't ship the item. I don't think they ever had the items in stock as they kept on moving the estimated shipping dates. Have provided lots of evidence of me chasing the company and them providing new estimates and PayPal don't care as it was over 180 days by the time I cancelled my order. Don't care at all that a company took money without having the goods in stock. Now I'm out of pocket and don't have the goods. Permanently closed our UK business account with no explanation and no chance to respond
We operated a fully disclosed UK limited company account, selling online trading-education courses to customers in Europe and Canada. Our business was described accurately during KYB onboarding, and the way we actually take payments never changed — PayPal only ever processed checkout for our courses, exactly as declared.
Despite this, we received a single automated email stating the account had been "permanently deactivated" due to a supposed "change in business model." There was no such change. We added a store to our website, but PayPal was never connected to it and continued processing only the course payments it always had.
What I found most unprofessional was the complete absence of due process:
No prior notice or warning
No request for documentation or clarification
No specific reason — just a generic template citing "local laws, our policies or the policies of our partners"
No opportunity to respond before the closure
Funds can be held for up to 120 days
For a regulated financial institution, refusing to ask a single compliance question before permanently cutting off a legitimate business is hard to defend. One request for information would have resolved any concern in minutes. Instead they chose the most disruptive action available, with no dialogue and no warning.
If you run a real business that depends on predictable payment processing, treat PayPal as a single point of failure that can be removed overnight with no explanation. Keep a backup processor in place. We are escalating through their complaints process and to the Financial Ombudsman Service.

I bought 3 five gallon buckets of floor sealer online and used PayPal to pay. Instead of 5 gal buckets, I received 3 quarts. I filed a dispute and was told I would get a full refund if I sent the quarts back to China. One problem. I paid $125 for the product, but it was going to cost me $130 to send back ! A total scam, but PayPal didn't give a shit ! I called them 2 times, talked with people who could barely speak English and was not helped in any way. PayPal doesn't do what they say they will do !! WOW ! Customer service is complete BS.Not a good way to run a company and they could care less about protecting Americans from the China scammers.
Unauthorized payment subscription
I want to warn others about my recent experience with PayPal. I was charged €311.75 for a yearly subscription I never agreed to. There was no opt‑in, no checkbox, no confirmation screen, and no renewal notice. PayPal refused to look at the legal side of the case and only checked whether the payment came from my device, not whether I gave consent.
This is not in line with EU consumer law or PSD2 requirements. After this experience, I closed my PayPal account and will not use it again.
If you rely on PayPal for protection, be careful their dispute system does not protect consumers in unauthorized subscription cases.
Their dispute system is also fully automated. When I talked to the agent she was convincing me I pushed the button. I went through the flow one more time and there was no button. Pay pal knows very well what they are doing.
