New Technological Deal: From Vision to Collective Action – Senegal’s Digital Transformation Journey
As digital transformation accelerates worldwide, Senegal is advancing a new strategic ambition through its New Technological Deal, a national framework designed to foster a sovereign, inclusive and impactful digital future. This session will explore how Senegal is moving from vision to implementation by highlighting key transformation priorities, including Digital Public Infrastructure (DPI), universal connectivity and the development of a strong digital innovation ecosystem.
Bringing together government representatives, project leaders, private sector actors and development partners, the session will provide a platform for dialogue on the opportunities and challenges of translating digital strategies into concrete impact for citizens, businesses and public services. Participants will discuss how multi-stakeholder collaboration can accelerate implementation, strengthen digital inclusion and support sustainable digital transformation across the Global South.
Session Format:
Opening remarks setting the context (3 min), followed by a ministerial vision statement (5 min). The session continues with presentations of three flagship initiatives (15 min total): Digital Public Infrastructure, Universal Connectivity, and Senegal Digital Factory. An interactive multi-stakeholder dialogue with partners and participants follows (20 min), focusing on implementation challenges and collaboration opportunities. The session concludes with closing remarks (2 min) summarizing key messages and next steps.

The session “New Technological Deal, or a Global South Digital strategy for impactful ICT Transformation” is closely aligned with several WSIS Action Lines, reflecting Senegal’s approach to building an inclusive, impactful and sustainable digital transformation model.
The session primarily relates to C1 – The role of governments and all stakeholders in the promotion of ICTs for development, as the New Technological Deal is a national strategy led by government and implemented through collaboration with public institutions, private sector actors, development partners and the wider digital ecosystem.
It also connects with C2 – Information and communication infrastructure, through the focus on universal connectivity as a key enabler of digital inclusion and meaningful participation in the digital economy.
The session highlights C4 – Capacity building through initiatives such as Senegal Digital Factory, aimed at strengthening digital skills, developing local capacities and supporting innovation ecosystems.
The discussion around Digital Public Infrastructure (DPI) directly contributes to C7 – ICT Applications: E-government, by showcasing how trusted and inclusive digital foundations can improve public services and strengthen citizen-centered digital transformation.
The New Technological Deal also aligns with C6 – Enabling environment, by promoting an ecosystem conducive to innovation, investment and partnerships, while C11 – International and regional cooperation is reflected through the session’s objective of fostering collaboration and knowledge exchange with global partners.
Through this dialogue, the session will illustrate how a Global South digital strategy can move from vision to implementation and generate meaningful impact through coordinated action.
