On Wednesday, Parliament is expected to unlock aid worth €489 million to help the four countries recover following severe storms and flooding earlier in 2026.

The funding from the European Union Solidarity Fund (EUSF) will finance essential emergency and recovery operations, including restoring essential infrastructure and public services, and clean-up operations, following storm Harry in January 2026 in Malta and Italy, and storms in January and February 2026 in Portugal and Spain.

The breakdown of the proposed funding is as follows:

  • Portugal: €261.5 million;
  • Spain: €149.1 million;
