    We built this checklist after watching multiple municipal drone contracts stall, get amended, or quietly fall apart because of what was missing in the agreements. The aircraft were compliant. The pilots were certified. The use cases made sense. And still, the program struggled. Not because drones didn’t work but because the contract wasn’t designed for operations. Over time, we started noticing the same gaps showing up again and again. So we turned our internal lessons into a simple checklist we now use for every sub-contractor and partner. Here are the core ones that matter most: 1. Clear proof of compliance Every agreement should explicitly require: • FAA Part 107 certification • Registered aircraft • Remote ID compliance If it’s not in the contract, you’re relying on assumptions. 2. Data ownership and usage rights Who owns the data? Where is it stored? Who can access it? How long is it retained? This is one of the biggest blind spots in municipal drone programs and one of the easiest ways to create legal and operational risk. 3. Defined deliverables (not just “flight hours”) “Fly a mission” is not a deliverable. Actionable outputs are. Your agreement should specify: •File formats • Accuracy standards • Systems it integrates with (GIS, asset management, etc.) Otherwise, you end up with data you can’t actually use. 4. Cybersecurity and privacy controls Drone data often includes sensitive infrastructure and public spaces. Agreements should clearly cover: • Encrypted storage and transfer • Access controls • Breach notification procedures • Limits on personal data capture This is now a governance issue, not just an IT one. 5. Insurance and liability clarity Every partner should carry: • Drone-specific liability insurance • Workers’ compensation • Indemnification clauses aligned with public sector risk If something goes wrong, this is what protects the program from becoming a legal headache. 6. Sub-contractor flow-downs If your partner uses sub-contractors, all of these requirements must apply to them too. This is where many contracts quietly break; the break is the main vendor is compliant, the sub-vendor isn’t. The biggest lesson we’ve learned: Strong team agreements don’t slow programs down; they’re what allow them to scale safely, legally, and sustainably.     🚁 The Firefighter in the Sky: Drone Technology and the "Zero Risk" Goal in Occupational Safety 🚨 In the footage, we observe a fire in a highly elevated and complex structure where traditional fire truck ladders would struggle to reach. At this point, a large multi-rotor drone steps in, approaching directly into the flames and dense smoke to spray extinguishing agents. This moment is the application of the "Elimination of Hazard" principle—the very top of the OHS hierarchy of controls—to emergency response. 3 Critical OHS Advantages Provided by Firefighting Drones: 1. Elimination of Working at Height and Fall Risks * The greatest life-threatening risk for firefighters in industrial fires is often not the flames themselves, but the necessity of climbing to high platforms, walking on roofs, or maintaining balance on ladder trucks. * OHS Solution: The drone reaches the most dangerous point (ground zero) without lifting a human off the ground. While the firefighter manages the operation from a safe distance, the risk of falling is reduced to absolute zero. 2. Prevention of Toxic Smoke and Heat Exposure * The smoke generated during a fire contains thousands of carcinogenic and toxic chemicals. In traditional responses, teams are forced to work within this smoke and intense radiant heat despite using breathing apparatuses. * OHS Solution: The drone is the only element entering this toxic atmosphere. The risk of personnel inhaling smoke or experiencing heat stress is completely eliminated. 3. Safe Intervention in Structural Collapse and Explosion Risks * Fire compromises the structural integrity of a building. Firefighters entering or approaching the building carry the risk of collapse or the sudden explosion of pressurized containers inside. * OHS Solution: As seen in the video, the drone intervenes by hovering independently of the building. In the event of a structural collapse or explosion, only equipment is damaged; human life is never put at risk. Conclusion: Technology is the New Name of Safety This video proves how emergency response plans need to be revised in the future of the OHS world.     I continue to believe that the greatest value of public-safety technology is realized when solutions work together to provide officers with better, faster, and more actionable information. Kerry Neumann, one of SoundThinking's Customer Success Directors and a retired Deputy Chief from the Omaha Police Department, shares his perspective on this topic. The Omaha PD's integration of #ShotSpotter with its Drone as First Responder program is a strong example. A ShotSpotter alert provides the precise location of detected gunfire, allowing a drone to be deployed rapidly and provide aerial video within 90 seconds, often before the first patrol unit arrives. That speed can make a meaningful difference in three critical areas: ➡️ Improved Officer Safety: Gives responding officers greater situational awareness before they enter the scene, including potential threats, visible weapons, or fleeing vehicles. ➡️ Faster Victim Care: Helps locate victims and confirm conditions more quickly, allowing officers to render aid sooner. ➡️ Stronger Evidence Collection: Captures aerial footage in the critical moments following gunfire, before the scene changes or witnesses disperse. This is not about replacing officers.     Drone as a First Responder (DFR) isn’t just another tool—it’s a game changer. With agencies nationwide starting to see the benefits, we’re moving from concept to a critical #forcemultiplier in #publicsafety. But not all #DFR solutions are created equal, so let’s unpack why. 1. Equipment: Over 90% of U.S. public safety agencies use DJI #drones, making it an obvious choice to leverage existing #tech. But due to current regulations and concerns, some agencies are pushed toward other options—often at the expense of seamless integration. 2. Software: On the surface, most DFR software platforms look pretty similar: plug in an address, press ‘go,’ and watch the drone do its thing. But a key factor is the difference between radio-based vs. cellular-based systems. 3. Connectivity: Radio-based systems can limit the operating range unless you’re ready to invest in multiple launch sites. With LTE-based systems agencies can expand their reach while staying efficient. In my opinion, a cellular-based solution is the obvious choice. Before we jump into a real-world use case, here’s a quick note: just because your department already uses a big-name public safety tech provider doesn’t mean you can’t explore other solutions. Case in point: Our pilots received a Flock Safety stolen vehicle alert and deployed our Paladin DFR air unit. Within seconds, they located the vehicle and provided ground units with live updates on its direction. The aerial support continued seamlessly throughout a multi-mile pursuit across the city. This real-time coverage and flexibility is exactly why we chose a cellular-based DFR system—making results like this the rule, not the exception.     Starting a drone program in public safety isn’t just about buying hardware; it’s about making the right long-term decisions for your department, your officers, and your community. So where do you begin?    “How much do we really need to spend to start a program?”    “Should we jump right into DFR?”    “Should we get inexpensive drones first, or go straight to professional-grade systems?”    “Do we buy Chinese drones for capability, or American-made for security and sustainability?” Here’s the reality: there isn’t one universal answer, but there is a right framework to make the decision. Step 1: Know your budget and your 5-year plan Starting small is okay. But think about the total cost of ownership over five years, not just the initial purchase. Factor in training, batteries, maintenance, storage, insurance, and replacements. Don’t overspend early and get stuck with equipment that doesn’t scale. Don’t underspend and end up replacing everything in two years. The sweet spot is finding a platform that grows with you, one that’s affordable upfront, reliable long-term, and expandable when your team’s capabilities increase. Step 2: Crawl, walk, run. Don't skip the learning phase If your department has no drone program, it’s not always smart to jump straight into DFR. Start by mastering the fundamentals, safe operations, policy writing, and pilot training. Learn to fly, log missions, and gather data. Build buy-in with command staff and your community. Once your foundation is strong, then scale to automation. Step 3: Choose technology you can trust Yes, Chinese drones have strong capabilities, but the world is changing. Security concerns, data regulations, and federal funding requirements are shifting departments toward American made solutions. Choosing U.S. made isn’t just patriotic, it’s strategic.     Last month, a drone from Skyfire | AI was credited with saving a police officer’s life after a dramatic 2 a.m. traffic stop. Many statistics show that AI impacts billions of lives, but sometimes a story still hits me emotionally. Let me share what happened. Skyfire AI, an AI Fund portfolio company led by CEO Don Mathis, operates a public safety program in which drones function as first responders to 911 calls. Particularly when a police department is personnel-constrained, drones can save officers’ time while enhancing their situational awareness. For example, many burglar alarms are false alarms, maybe set off by moisture or an animal. Rather than sending a patrol officer to drive over to discover this, a drone can get there faster and determine if an officer is required at all. If the alarm is real, the drone can help officers understand the situation, the locations of any perpetrators, and how best to respond. In January, a Skyfire AI drone was returning to base after responding to a false alarm when the police dispatcher asked us to reroute it to help locate a patrol officer. The officer had radioed a few minutes earlier that he had pulled over a suspicious vehicle and had not been heard from since. The officer had stopped where two major highways intersect in a complex cloverleaf, and dispatch was unsure exactly where they were located. From the air, the drone rapidly located the officer and the driver of the vehicle he had pulled over, who it turned out had escaped from a local detention facility. Neither would have been visible from the road — they were fighting in a drainage ditch below the highway. Because of the complexity of the cloverleaf’s geometry, the watch officer (who coordinates police activities for the shift) later estimated it would have taken 5-7 minutes for an officer in a patrol car to find them. From the aerial footage, it appeared that the officer still had his radio, but was losing the fight and unable to reach it to call for help. Further, it looked like the assailant might gain control of his service weapon and use it against him. This was a dire and dangerous situation. Fortunately, because the drone had pinpointed the location of the officer and his assailant, dispatch was able to direct additional units to assist. The first arrived not in 5-7 minutes but in 45 seconds. Four more units arrived within minutes. The officers were able to take control of the situation and apprehend the driver, resulting in an arrest and, more important, a safe outcome for the officer. DOTs nationwide have integrated these workflows into routine inspection protocols. 💰 The numbers don't lie: Agencies consistently report ~40% cost savings on inspections. Bridge deck assessments that used to take days are now complete in hours. Savings come from: ✓ Reduced traffic control needs ✓ Less specialized access equipment ✓ Fewer crew-hours required ✓ Minimal public disruption 🦺 Most importantly, safety: Every drone deployment removes inspectors from elevated positions, confined spaces, and active traffic zones. The inspector remains the decision-maker; the drone becomes their eyes and data collector.     How drones increase the effectiveness of emergency response in Ukraine Peat fires are among the most complex types of wildfires. They spread underground, have hidden ignition points, and often appear localized while continuing to smolder across large areas. Traditional reconnaissance methods in these conditions are slow, risky, and rarely provide a complete operational picture. That’s exactly why the State Emergency Service of Ukraine (DSNS) has begun using drones for peat fire reconnaissance in cooperation with DroneUA. 🔍 What drones change in this scenario: Thermal imaging reveals hidden underground hotspots Rapid aerial mapping delivers a full situational overview within minutes Rescue teams receive real-time data without entering high-risk zones Decisions on containment and deployment are made faster and with higher precision 📈 The result: Reduced risk to personnel Faster response times More efficient use of equipment and resources Higher operational control on site This is a clear example of drones working with people, not instead of them—amplifying the capabilities of emergency services in critical scenarios.
