    The headlines coming out of Secretary of the Army Daniel Driscoll’s House Appropriations testimony today will likely be centered around Secretary Hegseth and former Chief of Staff General Randy George — and that’s a big deal. But while everyone's watching that drama play out, contractors who want to win Army business should keep an eye on what Secretary Driscoll has to say on procurement, because his written testimony points to a change in architecture that will matter long after the leadership noise fades. A few highlights: - The Army collapsed 12 Program Executive Offices into 6 Portfolio Acquisition Executives. That means budget can now move within portfolios without waiting for a full budget cycle. Relationships that used to be locked in are now more fluid. Incumbents have less protection, and fast movers have more opportunity. - The new Pathway for Innovation and Technology (PIT) is designed to run acquisition concurrently, not sequentially — potentially shaving years off delivery timelines. The Army is explicitly trying to pull in commercial tech firms that find traditional acquisition prohibitive. - The Army is signaling it wants commercial supply chains, modular open systems-compatible products, and vendors who can iterate fast. Take the new M1E3 tank, delivered five years ahead of schedule — it features commercial parts like a Caterpillar engine, and that lets the army leverage industry partners’ organic production, distribution, and parts architecture. - Counter-drone is wide open. The Army launched a c-UAS marketplace in March 2026 specifically to buy from multiple vendors across jamming, kinetic, and non-kinetic solutions. This is not a winner-take-all contract.     🚨 The UK's Defence Investment Plan is now published – and, for the first time in a long while, industry has a much clearer view of where Defence is heading and where investment will be concentrated. 🌍🇬🇧 📄 Read the Defence Investment Plan here: https://lnkd.in/eRiV-Ctb The Plan outlines £298 billion of defence investment over the next four years and sets out how Defence will deliver the ambitions of the Strategic Defence Review. Key priorities include funding for autonomous systems, AI, digital integration, weapons and munitions, cyber, space, nuclear capability, air power, maritime capability, and the broader transformation of Defence acquisition and procurement. Some of the standout commitments include: ✅ More than £5 billion for drones and autonomous systems. ✅ More than £8 billion for the Global Combat Air Programme (GCAP) and next-generation air capabilities. ✅ More than £63 billion for the UK's nuclear enterprise, including Dreadnought and SSN-AUKUS. ✅ Significant investment in AI, digital infrastructure, targeting systems, cyber and electromagnetic capabilities, weapons and munitions, defence innovation, and procurement reform. For UK SMEs, the message is clear. Radios, GPS systems, night-vision goggles, and other essential equipment require constant power, often forcing troops to carry 20–30 pounds of batteries. To solve this, the U.S. Army is testing innovative wearable solar panels that allow soldiers to recharge gear directly from the sun, cutting weight while boosting endurance and safety. These lightweight, flexible panels can be integrated into uniforms, backpacks, or foldable mats. Using advanced thin-film technology, they work even under cloudy skies, ensuring continuous energy supply during missions. For soldiers, this means greater mobility and reduced reliance on vulnerable supply lines. Since fuel convoys and battery shipments are frequent targets in war zones, cutting this dependence could save lives as well as costs. The military has long pioneered renewable energy innovations.     The U.S. Military Is Deploying AI to Identify and Destroy Drones Faster Than Humans The United States Department of Defense is accelerating efforts to integrate artificial intelligence into counter-drone warfare, pursuing AI-powered target recognition systems capable of detecting and engaging hostile drones significantly faster than human operators alone. The initiative, known as the C-UAS Close-In Kinetic Defeat Enhancement project, is being coordinated through the Defense Innovation Unit. The program focuses on aided target recognition technology, or AiTR, which combines AI, machine learning, and computer vision to automate the detection, classification, and targeting of unmanned aerial systems during close-range defensive operations. One of the first intended deployment areas involves the Common Remotely Operated Weapon Station, or CROWS, a remote-controlled turret system widely used on U.S. military vehicles. The objective is to dramatically shorten engagement timelines against small hostile drones while reducing the risk of human misidentification and delayed response. The system is specifically designed to counter Groups 1 and 2 drones, which weigh up to roughly 55 pounds and have become increasingly common across modern battlefields. Requirements reportedly include detecting drones at distances beyond 600 meters and engaging them at ranges exceeding 100 meters while tracking targets traveling at speeds of roughly 67 miles per hour. A major challenge in counter-drone warfare is distinguishing actual threats from non-threatening objects such as birds or environmental clutter. AI-assisted targeting systems aim to process visual and sensor information far faster than humans can under combat conditions, improving both reaction speed and precision. The effort reflects how rapidly drone warfare is reshaping military doctrine worldwide. Small, inexpensive drones are now routinely used for reconnaissance, targeting, electronic warfare, and direct attacks, forcing militaries to develop layered autonomous defense systems capable of operating at machine speed. AI can condense tasks that typically take a day into an hour, leading to faster and more informed decisions. Data as the New Gold: In the age of AI, data is paramount. AI's power lies in its ability to process and leverage vast amounts of data. Mastering data is therefore essential for maintaining a competitive edge. The "fog of data" requires careful evaluation of data reliability. NATO Data Interoperability: For NATO, data interoperability is critical. Our ability to share data and create common data standards is crucial for effective collaboration and leveraging AI's full potential. Establishing data architectures with hyperscalers and on-premise solutions, and defining data standards for sharing is needed. AI and Mass Robotics: AI is the mandatory step toward the integration of mass robotics in military operations. To fully exploit the potential of AI, it is essential to recognize that the adoption of this technology primarily involves a change in behavior at all levels. Key points that I believe should be considered to successfully achieve this transition: Adoption > Innovation: AI integration requires a fundamental change in behavior at all levels. We need to reassess expectations, incentives and leadership approaches. Evolved Missions: AI-based solutions, such as unmanned systems, require us to adopt new defense strategies and foster understanding. Cognitive Advantage: We must prepare for cognitive warfare by recognizing how AI influences perceptions and decision-making. Resilience and Sovereignty: It is imperative to balance the benefits of AI with data sovereignty and operational resilience. Adopt new sovereignty tools.
