We are pleased to welcome Todd Klessman, Managing Director, Financial Services Cyber & Technology at SIFMA, to the Center for Cross-Sector Coordination (CXC) Advisory Board. With extensive experience spanning the financial services sector and the federal government, Todd brings deep expertise in cybersecurity, operational resilience, business continuity, incident management, and critical infrastructure security. His leadership in strengthening resilience across sectors will help further CXC's mission of fostering collaboration among industry, government, and academia. Prior to joining SIFMA, Todd spent more than 15 years with the Cybersecurity and Infrastructure Security Agency (CISA) and its predecessor organizations, where he served in several senior leadership roles, including Senior Counselor to the CISA Director, Senior Advisor to the Executive Assistant Director for Infrastructure Security, and Deputy Associate Director for Chemical Security. As Todd shared, "Effective security today depends on trusted partnerships that extend beyond organizational and industry boundaries. CXC connects experts from across the critical infrastructure sectors to foster those relationships, exchange ideas, and work collaboratively on the most consequential security challenges of our time." SIFMA and SIFMA’s Asset Management Group have published new industry documentation to support implementation of the SEC’s U.S. Treasury central clearing mandate. The 2026 SIFMA Master Treasury Securities Clearing Agreement: Done-Away and accompanying Schedule provide a standardized starting point that firms may tailor to their legal, commercial and operational needs. The industry is preparing for two approaching compliance dates: • December 31, 2026, for eligible cash market transactions • June 30, 2027, for eligible repo market transactions SIFMA will also host an industry briefing on August 5, open to SIFMA members and all industry participants, with additional in-person and virtual training sessions to follow.
