It is a structural problem: every actor in healthcare is responding to incentives that reward raising prices over creating efficiency. Technology, like new AI tools, has the potential to shift our spending trajectory, but only if industry and policy leaders are willing to change those underlying incentives, enact the right oversight, and align payment models with improving outcomes.     That challenge is most consequential in clinical care, where AI could expand access to high-quality care while lowering costs, if payment evolves alongside it.
