CPPR Academy Public Policy Workshop at St Marys College Thrissur

As the study coordinator for the Public Policy and Politics Study Circle (LSPK), I am issuing a policy recommendation/brief. In response to Constitutional Court Decision (putusan MK) No. 3/2024, which ruled that compulsory basic education must be funded by the state, without distinguishing between public and private schools, and given its implications such as the fact that private school teachers no longer need to worry about their livelihoods depending on tuition fees. I have drafted this recommendation specifically for Muhammadiyah, as the civil society and religious organization in Indonesia that operates the largest number of private schools. Therefore, it is appropriate for Muhammadiyah to join in supporting the Constitutional Court’s decision.

Official Institutional Recognition of the UKF: Unerring Knowledge Framework The Legal and Pedagogical Consecration of UKF: The Unerring Knowledge Framework has transcended theoretical discourse, securing formal validation across apex national educational bodies, state directorates, and the judiciary as a recognized paradigm for systemic educational reform. First, the DEPFE-NCERT Portal Registration (2026) has officially logged the framework as an "Appropriate Academic Reference" under File No. 2-1/HOD/DEPFE/2026/3580, cementing its status within central pedagogical channels. Second, the Directorate of Higher Education, Assam (Ref: 717626/2025/24), has formally verified that the framework provides "a better perspective in contrary to the existing curriculum... an enlightened view and novel thought," validating its capability to replace consensus-based errors with verified natural facts. Third, the Court of the Chief Judicial Magistrate at Hailakandi (Case No. 162/2022) has formally recorded this project work as a neutral, scientific, and humanistic appeal for educational reform. Together, these three institutional milestones legally and academically establish the UKF as a legitimate, state-recognized framework for dismantling epistemic persecution and enforcing quality education.

This latest article by Dr. Muhtar Said and his team raises a crucial question: why have legal reforms—which are already quite comprehensive—still failed to provide consistent protection for victims of sexual violence in higher education institutions? Through a doctrinal legal approach and a Foucauldian perspective on power relations, this article demonstrates that the main issue is not merely a lack of regulations. Indonesia already has a constitutional foundation, higher education regulations, administrative rules, and even criminal laws governing victim protection. However, the effectiveness of the law is largely determined by how power operates within institutions. Academic hierarchies, leadership authority, disciplinary mechanisms, organizational culture, and living law all influence the reporting process, campus accountability, and victims’ courage to speak out. This is where the title Power and Silence finds its meaning. Power determines who is heard, who is believed, and who ultimately chooses to remain silent. Therefore, victim protection requires more than just regulations; it demands a shift in institutional culture and power dynamics within the campus environment. This article also expands our understanding of living law. This concept extends beyond norms that exist within local communities; it also operates within modern organizations such as universities. Law gains tangible meaning through the ways institutions interpret and implement it. Supreme Court suggests CBSE to introduce third language from class 5 or 6 The Supreme Court expressed concern over the introduction of a third language in Class 9 under the CBSE curriculum, observing that it could increase the stress levels of students. The Apex Court suggested that the third language be introduced in Class 5 or Class 6 to enable students to cope with it more effectively. A bench comprising Justices B V Nagarathna and R Mahadevan orally asked the Centre not to introduce a third language at the Class 9 level. The observations were made during the hearing of the Tamil Nadu government’s plea against a Madras High Court directive to facilitate the establishment of Jawahar Navodaya Vidyalayas (JNVs) in every district of the state. What if the things we think make teachers great... don’t actually move the needle on performance? A new study in the Philippines looked at “desirable factors” among public secondary school teachers — things like motivation, support, and working conditions. Teachers rated these factors highly. Their performance was rated very satisfactory too. But here’s the surprise: there was **no significant link** between the two. This challenges a big assumption in education — that better conditions automatically equal better results. It means we might need to rethink how we support teachers to actually lift student outcomes.
