Unlocking Energy Data for a Faster Transition

A meaningful win for VPPs and energy data access in PJM! FERC has recognized that wholesale markets can’t require smart meter data while allowing that same data to remain effectively inaccessible to customers and their authorized providers. Leap filed comments supporting this complaint because we know all too well that better data access is essential to growing residential VPP participation - especially in PJM, where electricity demand and prices are rising fast. Kudos to Mission:data, Voltus and CPower for pushing this issue forward.

The energy transition has three chokepoints: interconnection, rates, and data. Yesterday FERC took jurisdiction over the third one. The Commission granted Voltus and Mission:data's complaint against PJM and found the tariff's metering rule unjust and unreasonable. If a customer had a smart meter, aggregators like Voltus had to retrieve and submit that customer's interval data to get paid. Thanks to how utilities administer these requests, third parties mostly could not get the data, so the smart meter became a disqualifier, locking customers out of the benefits of a VPP. 86% of PJM customers have one. In ComEd territory alone, 20,000 enrolled customers were locked out. FERC ruling in a nutshell: a market rule cannot require an input the market's own participants are unable to obtain. This makes me optimistic for Gridium customers. Interval data at scale is what feeds VPP dispatch, storage optimization, measurement and verification, and building performance standard compliance. Access to it is usually decided state by state, which leaves CRE owners with a patchwork. This is a federal finding in a market covering 27 million meters. It also puts every other RTO on notice that data access is a market design question. FERC is demonstrating that inaccessible energy data is a barrier to wholesale-market competition. As distributed energy resources participate at greater scale, effective data access will require customer authorization, secure, standardized, machine-readable interfaces, and independently verified interoperability. SunSpec specifications and certification programs can provide this technical foundation from the DER device through the aggregation platform. Negative national wholesale prices indicate oversupply at an aggregate level. That is not necessarily a problem, provided there is enough flexibility to absorb it. But a national price is a blunt signal. It says little about where flexibility is needed. An asset can respond perfectly to the wholesale price and still sit on the wrong side of a grid constraint. In Germany, the result is an emerging industry built around a complex interaction of technical requirements, grid conditions and local bilateral contracts (FCAs). Alongside national wholesale prices, we need to consider the constraint and system-operation costs. A transparent view of these costs should help to develop a more locationally accurate and efficient incentive scheme for flexibility. Germany could take some inspiration from Great Britain, where NESO publishes half-hourly operating-cost data. Looking at a negative-price day such as 11 April 2026 together with the corresponding system costs gives a much fuller sense of the challenges created by aggregate oversupply. Great article analyzing costs to customers in electric retail choice markets compared to those in fully regulated markets. The data is still thin on both sides but it appears those customers in fully regulated markets are better off.
