  • Our latest policy advisory examines how Section 504 of the 21st Century ROAD to Housing Act reshapes the Community Development Block Grant Disaster Recovery (CDBG-DR) program. The law establishes a statutory framework for CDBG-DR for catastrophic major disasters, creates a Long-Term Disaster Recovery Fund, establishes a dedicated U.S. Department of Housing and Urban Development (HUD) Office of Disaster Management and Resiliency, and authorizes preliminary grants of up to $5 million to support early recovery planning before final allocations are complete. For state, local, and Tribal governments, the law reinforces the importance of readiness. Organizations with current disaster data, action plan templates, grants management systems, and established procedures will be better positioned to move quickly as the new framework is implemented.     The Association of State Floodplain Managers, Inc. (ASFPM) 2026 conference brought together floodplain managers, engineers, planners, emergency managers, policy leaders, and resilience professionals to help communities better understand and reduce flood risk. Thank you to everyone who connected with our Tidal Basin and Michael Baker International colleagues in Milwaukee. Our team appreciated the opportunity to discuss flood mapping, mitigation planning, post-disaster recovery, building code administration, NFIP modernization, and the practical challenges of turning data into action. With Michael Baker International serving as a Titanium Sponsor, we were also proud to contribute to the conference program through sessions featuring Allison Andrews, Namrata Batra, PhD, PE, Eric Letvin, and Adrienne Sheldon.     Hosting one of the world's largest sporting events requires extensive planning, coordination, and collaboration. Tidal Basin recently coordinated an Intelligence & Information Sharing Tabletop Exercise at Kean University, bringing together public safety agencies and regional partners to discuss coordination, information sharing, and operational considerations ahead of the FIFA World Cup. The exercise provided participants with an opportunity to work through scenarios, identify challenges, and strengthen relationships that will support planning efforts before, during, and after the tournament.   • How do you turn complex preparedness objectives into training people can apply in the real world?    Working with the Jersey City/Newark Urban Area Security Initiative (UASI), Tidal Basin developed comprehensive videos designed to support preparedness, awareness, and operational readiness across the region.    The work included:    - An 8-part mass casualty incident hospital training video series  - 11 suspicious activity awareness videos tailored to key industries  - A UASI overview video highlighting the organization's mission, priorities, and partnerships  - Multilingual and ADA-accessible content to expand audience reach  - End-to-end production, including scripting, filming, editing, voiceover coordination, and captioning    From hospitals and first responders to businesses and community stakeholders, these videos transformed complex preparedness concepts into practical training and awareness resources.    Read the case study to see how strategic video production supported preparedness and public safety objectives across one of the nation's most densely populated urban areas.

  • That's a wrap on an outstanding Texas Emergency Management Conference. Alongside MLU Services, we had the privilege of meeting with emergency management leaders, government agencies, public safety professionals, and partners. A highlight for our team was sharing knowledge through two sessions: Jeremy Speaks' presentation on #FEMA Public Assistance readiness and the CDBG-DR resilience discussion with Sheila Manek, Eric Letvin, and Bailey deRouen. To everyone who attended our sessions, stopped by our booth, or simply took a moment to connect, thank you. The relationships and conversations from this week are what make events like #TXEM2026 so valuable, and we are excited to continue the work ahead.

  • Hurricane season is officially underway. June 1 marks the start of a critical period for coastal and at-risk communities to prioritize preparedness and stay informed. According to the first 2026 outlook from Colorado State University, this year’s Atlantic hurricane season is expected to be slightly below average, with forecasts calling for 13 named storms, 6 hurricanes, and 2 major hurricanes. A key driver behind this outlook is the anticipated development of El Niño, which typically creates conditions less favorable for storm formation by increasing wind shear and disrupting storm organization across the Atlantic. While the forecast suggests fewer storms overall, it only takes one storm making landfall to cause significant impacts. Early-season preparation remains essential for individuals, businesses, and communities—especially those in high-risk areas.
