#HurricaneSeason is here and while early #NOAA projections suggest a quieter year, forecasts don’t tell the full story. They never have. Outlooks are built on probabilities, not outcomes—and as we are reminded time and again, it only takes one storm, in the right place, at the right time, to change everything. And as #TropicalStormArthur showed us, catastrophic damage doesn't have to come from a powerful, organized hurricane—it can come from a relatively short-lived, disorganized system. Louisiana and Mississippi experienced historic #flooding from a tropical storm that by traditional measures, was not a strong system. But strength was not the story of Arthur—water was. Bands of storms poured torrential rainfall, in some areas exceeding two feet in less than 24 hours, overwhelming communities, flooding homes and farms, and triggering rescues across regions that don’t typically brace for that level of impact. This is the reality we face each season. Preparedness is about understanding risk in all its forms and recognizing that the greatest impacts can often come from the storms we underestimate. Plexos Group, LLC is pleased to announce the release of a Request for Quotations (RFQ) for Archaeological Study Services (Phase IA and Phase IB) in support of the Navy Pier / Bahía Urbana Infrastructure Project in San Juan, Puerto Rico. This RFQ, issued in collaboration with the Puerto Rico Convention Center District Authority (PRCCDA), seeks qualified and experienced firms to provide archaeological services required for environmental compliance, planning, and construction decision-making. The work will support federally funded initiatives under the Community Development Block Grant – Disaster Recovery (CDBG-DR) Program. Scope of Services Includes: Phase IA archaeological investigations (land-based) Subaquatic Phase IB investigations in project waterfront areas Cultural resource identification, documentation, and analysis GIS mapping, reporting, and regulatory coordination (SHPO / Section 106 compliance) Project Impact: This effort supports the responsible development of critical infrastructure along the San Juan waterfront—balancing progress with the preservation of Puerto Rico’s cultural and historical resources while improving connectivity, access, and resilience.
