Medical innovation requires stable rules. Developing a new treatment can take 10 or 15 years. Researchers, manufacturers, and investors make enormous commitments long before they know whether a new medicine will ever reach patients. That is why a pending CMS rule deserves serious scrutiny. If Washington can retroactively change how separately researched and FDA-approved medicines are treated under government price controls, it creates uncertainty throughout the entire medical innovation system. President Trump is right to pursue lower drug costs, greater transparency, fairer international pricing, and more American manufacturing. But we should not achieve those goals by giving federal bureaucrats greater power to decide what constitutes innovation. America’s leadership in medical breakthroughs depends on encouraging investment, competition, and innovation, not changing the rules midway through the process.
