The Notice of Funding Opportunity (NOFO) for the FEMA Fiscal Year (FY) 2026 Homeland Security Grant Program (HSGP) has been released, with an application due date of July 24, 2026 for State Administrative Agencies. Covering a budget period of September 1, 2026 through August 31, 2029 the HSGP, which includes the State Homeland Security Grant Program (SHSP), Urban Area Security Initiative (UASI), and Operation Stonegarden invests in the U.S.'s ability to prevent, prepare for, protect against, and respond to acts of terrorism. Over the past six months, Constant Associates has supported the Office of the CIO CEO, Los Angeles County office of Emergency Management with an incredibly impactful Mass Violence Recovery project. This project was designed to craft and socialize a Mass Violence Recovery Concept of Operations as the deliberate bridge from response and Family Assistance operations into long-term, community-led recovery following a mass violence incident. The CONSTANT team also updated three additional congruent plans. This past Tuesday, our team supported OEM with the coordination and organization an in-person Mass Violence Recovery Seminar with over 100 County, local, and community partners in attendance. The seminar highlighted the draft Mass Violence Recovery Concept of Operations and created a meaningful forum to analyze incident case studies and discuss the critical role of coordinated, long-term recovery and available services to support impacted communities. This milestone reflects months of intensive planning and execution, and it would not have been possible without an exceptional team effort. Shoutout to County OEM staff Jeanne O'Donnell and Mariela Balam for their critical and incredible leadership and contributions to this initiative. Thanks also to our internal Constant team inclusive of Kevin Koller, PMP, MIA , Lenah Mansour , Ana-Sofia Arena, MPH , Matthew Rodriguez, MEP, MDPEMP and Hasani Gunn, MPP for their hard work and all the stakeholders that participated in workshops and attended the seminar. CONSTANT was honored to support long-time client Los Angeles County Office of Emergency Management with a Mass Violence Recovery Seminar earlier this week. Attended by more than 100 representatives across all levels of government, the seminar provided a meaningful forum for discussing the critical importance of coordinated, long-term recovery services to support communities impacted by mass violence incidents. This milestone reflects months of extensive planning and execution, and it would not have been possible without an exceptional team effort. #EmergencyManagement
This week, I had the honor of hosting alongside Los Angeles County Office of Emergency Management a Mass Violence Recovery Seminar. Mass violence incidents, such as active shooter events or acts of terroism, can lead to devastating long-term consequences that can impact communities days, months, or even years after the incident. It is critical for government and community partners to know how to provide critical recovery services to meet the needs of the communities impacted by these tragic incidents to help them heal and become resilient, such as through the use of Family Assistance Centers and Community Resilience Centers. This event provided an opportunity to outline Los Angeles County’s framework for recovery after such incidents. It was an honor working with Jeanne O'Donnell and Mariela Balam and my team at Constant Associates in putting on this incredibly important event.
