The Pentagon just asked industry to stop treating commercial accounting as a compliance problem. Last week Michael Duffey and Michael Powers invited the defense industrial base to recommend “common sense contract accounting changes.” Their target is not another unique government ledger. It is a framework that aligns DoD data and audit requirements with the GAAP reporting and SOX controls companies already run. That request is not theoretical. The CAS Board has already rescinded CAS 408 and 411 in full and stripped most of CAS 404 and 409. GAAP, remaining consistency rules, and FAR 31 now carry those areas. FAR Part 31 itself is being streamlined. The direction is clear: stop forcing commercial firms into a second, 1970s cost-accounting world. This is overdue. Dual systems raise barriers, inflate overhead, and get passed back to the taxpayer. GAAP and SOX are not, however, a complete substitute for FAR 31. Financial-statement controls protect against material misstatement of the books. They do not automatically prove a cost is allowable, allocable to a government contract, or reasonable. Some costs that belong on a 10-K still fail the government test. The firms that win this shift will treat it as a mapping problem, not a system-replacement problem. In practice, that means five things: 1. Treat the existing GAAP ledger and SOX environment as the source of truth, not a parallel government factory. 2. Make the relationship between commercial accounts and government cost treatment explicit. 3. Add only the FAR-specific screens and judgments GAAP was never designed to make. 4. Tie claimed costs back to the audited books so reviewers can follow the trail. 5. Package the control evidence so the government can rely on work already performed. Do this inside processes you already run. The advantage goes to firms that can show their commercial controls, plus a disciplined overlay, produce reliable allowable costs. Those who wait for a new unique standard will keep paying the old tax. The question is no longer whether DoD wants to rely on GAAP and SOX. That principle was front and center when our Financial and Grants Management Service Line Lead, Jim McKay, MBA CICA CGMS , moderated the AGA PDT 2026 panel T102: Strengthening Grant Integrity – State Strategies for Fraud Prevention and Accountability. Jim guided a powerful discussion with leaders from Florida, Ohio, and the Department of the Interior on how states are building more resilient grant programs. Andrea Brandon, MLS, MPA , Melinda Miguel, Stacie Massey, MBA, CGFM, CGMS. The conversation reinforced something our team sees every day: data analytics, risk scoring, and automated monitoring are powerful — but they are not a substitute for experienced human oversight.
