It is day 34 of the improvement works. Until the footpath is reinstated, pedestrians may access the east side of the road between Bellfield Avenue and the underpass, when they must again rejoin the footpath. The 'Slow 10 mph' sign appears to be irrelevant as the carriageway is too narrow at this point to accept vehicular traffic. The 'Raised Iron Works' sign refers to metal structures and components embedded or installed within the road infrastructure, for example: manhole covers, utility access covers, inspection chamber covers, drainage grates and gulleys. The brick building is an electricity sub-station.
Middlesex Road, Kingston upon Hull: Highway Improvement 2025
The City Council�s Cabinet gave the green light to the proposed Middlesex Road highway improvement scheme, which involved reconstructing the surface of the highway that has deteriorated considerably over several years. Remedial works began on 24 March 2025. The road was re-opened to through traffic on 22 August 2025, and buses returned to this route by 28 August 2025. Report in HullCCNews: Link

A Section 278 agreement is a section of the Highways Act 1980. It allows developers (in this particular case, Lovell Partnerships Limited) to enter into a legal agreement with the Council, to make alterations and improvements to a public highway, as part of a planning application.
