Armed carjacking suspect arrested in DC after multi-car crash injures 2

An armed carjacking that began in an Arlington neighborhood ended in a multi-car rollover crash in D.C. late Tuesday night.

The incident has placed the U.S. Park Police under scrutiny, coming just weeks after a delivery driver was killed during a separate pursuit by the same agency.

The incident began around 1 p.m. on 18th Street North in Arlington, Virginia. According to witnesses, a dog walker was targeted in the armed carjacking.

A man, who witnesses said was wearing a reflective vest, drove up to the scene in a pickup truck. He got out of the vehicle with a long gun and ordered the woman out of her car. The suspect then ditched the pickup truck and fled the area in the victim's Toyota RAV4.

Authorities later noted that the suspect had several outstanding warrants.

The situation escalated hours later, after Prince George's County police spotted the vehicle that was believed to be involved in the armed carjacking. Investigators say the driver failed to yield and fled the area.

Following a pursuit by the U.S. Park Police, the stolen Toyota RAV4 crashed into several vehicles before flipping over twice and coming to a stop in the middle of the roadway at Branch Avenue and Lyndale Place in Southeast D.C.

Two people in another vehicle were injured in the crash and have been hospitalized, officials said.

The suspect was pulled from the overturned wreckage by officers and arrested. Police confirmed that a shotgun was recovered from the scene.

Resident Mike Baines, whose parked car was smashed during the wreckage, expressed deep frustration over the recurring violence and police pursuits in the area.

"We gotta do something about this crime in DC, man, you know what I mean? The car chasing is just, it's terrible," Baines said.

Baines noted that he was carjacked three years ago and had another vehicle stolen just last year.

According to neighbor Anton Reid, the suspect apologized to neighbors after the crash, saying, "I'm sorry for hitting y'all cars."

USPP pursuit policies face criticism

This latest crash comes at a time when the U.S. Park Police's pursuit policies are facing heavy criticism.

In June, another pursuit involving the agency ended in the death of a food delivery driver on a moped who was struck and killed on the Taft Bridge on Connecticut Avenue in D.C. The driver of the stolen car in that incident has not yet faced charges in the death of the delivery driver.

RELATED | US Park police chase ends in crash that kills moped driver; 3 arrested

Critics are questioning whether the risks of high-speed chases outweigh the benefits of apprehending suspects.

Roy Austin, from Howard University’s School of Law, previously represented a man shot and killed by U.S. Park Police during a pursuit in Virginia nine years ago.

"Car chases, like every other law enforcement action, is something that can be improved by way of training," Austin said. "I'm not convinced that this agency is doing the training that needs to be done, is looking for alternatives to a car chase... it really doesn't help to capture someone who has been violent by then hurting a bunch of other people. That's kind of defeating the purpose."

The U.S. Park Police pursuit policy was previously expanded as part of a crime emergency declared in D.C. under President Trump.

In a statement released following last month's fatal bridge crash, the department defended its active stance on pursuing suspects, stating:

"Criminals who flee from law enforcement put innocent bystanders in danger. Public safety remains our highest priority, which is why we work to remove criminals from our streets."

Woman struck and killed after exiting vehicle on I-295 in DC, police say

A woman was struck by a vehicle and killed early Monday after police say she exited a vehicle on Interstate 295 in southeast Washington.

The crash was reported just before 3:30 a.m. in the southbound lanes near Pennsylvania Avenue. Police said officers found the woman in the roadway suffering from critical injuries, and she died at the scene.

She has since been identified as 18-year-old Camari Primrose.

According to police, Primrose got out of a vehicle stopped in the northbound lanes of I‑295, ran across the lanes, crossed the guardrail and entered the southbound lanes, where she was struck by a Ford Escape. The driver of the striking vehicle remained on scene. Investigators initially described the striking vehicle as a green SUV that was believed to have fled the scene.

The crash occurred just past the on-ramp from East Capitol Street.

Anyone with information is asked to call police at 202‑727‑9099 or text 50411.
Armed Mississippi man arrested during US Capitol security scare: USCP

U.S. Capitol Police arrested a Mississippi man who allegedly was carrying a firearm during a security concern at the North Barricade of the Capitol Building.

U.S. Capitol Police (USCP) arrested a Mississippi man who allegedly was carrying a firearm Monday during a security concern at the North Barricade of the Capitol Building.

FOX News correspondent Chad Pergram reported the man was in a Ford Bronco near Constitution Avenue and said a dog was also inside.

Police officials said the man, identified as Wendell J. Royster, 67, of Columbia, Mississippi, drove up in the rented Ford around 11:22 a.m., and asked a USCP officer for directions to the U.S. Supreme Court.

The officer ordered Royster to put his hands up after noticing a handgun on his lap. A team of officers then surrounded the vehicle and Royster was taken into custody. The dog, which officers said was chained inside the vehicle, was provided with water until animal control arrived.

Royster was charged with carrying a pistol without a license. Officials noted that weapons are not allowed on Capitol grounds and Royster was not on record with USCP.

The North Barricade was cleared and nearby roads have since reopened after the incident.

Tip from suspect’s parents foiled White House UFC terror plot, court documents reveal

An alleged terror plot that targeted a UFC event at the White House was thwarted after the parents of a suspect alerted law enforcement, according to court documents.

An alleged mass-casualty and assassination plot that targeted the "UFC Freedom 250" event at the White House was thwarted after the parents of a 19-year-old suspect alerted law enforcement, according to court documents.

The tip led federal investigators to 19-year-old Tycen Proper of Ohio, and ultimately exposed an extensive, multi-state terror group that was allegedly conspiring to assassinate government officials, including President Donald Trump, using a coordinated aerial drone and sniper assault.

According to court records, the investigation began when Proper’s parents called police with concerns after their son bought a shotgun, ammunition, and extra magazines.

Following the tip, federal investigators interviewed Proper at an Ohio medical facility. During the interview, Proper allegedly admitted that the group was finalizing a plan to launch an attack on the event which was held on June 14.

A search of Proper's phone revealed additional suspects. Investigators uncovered an encrypted Signal chat with nearly 19 participants, according to court documents.

The UFC event was held on the South Lawn of the White House with thousands of attendees. Prosecutors said that the co-conspirators planned to bypass White House security through an aerial and ground attack using drones with explosives.

The detonations were designed to create chaos and force an evacuation. Phase two of the plan would have involved hidden snipers ordered to open fire on escaping targets. The group then planned to storm the perimeter gates of the White House.

Eight suspects charged in alleged UFC terror plot

Eight suspects across multiple states have been arrested and charged in connection with the alleged plot.

The following suspects were each charged with conspiracy to support terrorists and conspiracy to commit murder on federal government property:

Abraham Hermosillo Alvarez, 31, of Omaha, Nebraska

Tycen C. Proper, 19, of Danville, Ohio

Bryan Omar Roa, 24, of Calimesa, California

Michael Alan Thomas, 32, of Pinon Hills, California

Daniel K. Eskridge, 32, of Kidder, Missouri

Chandler D. Scaggs, 21, of Chapmanville, West Virginia

William Falkner, 21

Jordan Rincker, 28

Court documents allege that Hermosillo Alvarez was at the center of planning the operation. Records allege he mapped out specific sniper coordinates and drone launch areas and built a post-attack escape plan.

Dominick Gerace, the U.S. Attorney for the Southern District of Ohio, emphasized the danger posed by the group, saying, "These men were not simply airing grievances from behind their keyboards and sharing like-minded political ideologies. Rather, they took action to carry out a plot to attack the UFC Freedom 250 event and to federal officials."

The investigation is ongoing, with federal officials reviewing data from the encrypted chats in an effort to find any additional suspects.

D.C. police established a weekend youth curfew zone in the RFK Stadium area, prohibiting minors from gathering in areas that are considered at risk for disorderly conduct.

D.C. police established a weekend youth curfew zone in the RFK Stadium area, prohibiting minors from gathering in areas that are considered at risk for disorderly conduct.

The curfew zone will remain in effect between 8 p.m. and midnight on Saturday, July 11, and Sunday, July 12.

The curfew zone covers the following areas:

To the north: Benning Road, from Oklahoma Avenue, NE, to Kingman Lake

To the east: Kingman Lake, to include Heritage Island

To the south: The South end of RFK Lot 8A

To the west:

The southern tip of RFK Lot 8A to Independence Avenue, SE

Independence Avenue to 19th Street, SE, 19th Street to C Street, NE

C Street to Oklahoma Avenue, NE

Oklahoma Avenue to Benning Road, NE

During the curfew, minors under 18 years old within the RFK Stadium area are prohibited from gathering in groups of nine or more in public spaces or establishments, unless they are accompanied by a parent or carrying out exempted activities like errands or school or religious obligations.

A separate citywide curfew will remain in effect through July and August for minors under 18, between 11 p.m. and 6 a.m. on weekdays and midnight to 6 a.m. on weekends. This curfew is part of the city's wider effort to address recent violent teen takeovers.

In May, the D.C. Council passed the long-term, permanent youth curfew law, which went into effect in early July following the mandatory congressional review period for D.C. legislation.

The measure also allows city officials to implement earlier curfew zones in some neighborhoods where public safety concerns are prevalent.

Officers found the victim unconscious and not breathing, suffering from an apparent gunshot wound. He died at the scene.

Police say the investigation is ongoing and no additional details have been released.

Residents in the area say that gun violence isn't uncommon. One, speaking to FOX 5's Shomari Stone criticized Mayor Muriel Bowser's efforts to curb gun violence in the district.

"It never stops. I'm tired of it. I don't like it, but there's nothing I can do about it," he said. "We had a mayor who said that she was doing something to help Ward Eight. I mean, they're not doing anything about gun violence."

Anyone with information is asked to call 202‑727‑9099 or text 50411.

3 more charged in alleged Lincoln Memorial Reflecting Pool damage

Three additional people are facing charges for allegedly damaging the recently renovated Lincoln Memorial Reflecting Pool, according to documents from the Superior Court for the District of Columbia.

Court documents released Thursday by the Department of Justice identify Justin Carreno, Sophie Dennison‑Gibby and Cameron Thiers as facing destruction of property charges tied to incidents at the Reflecting Pool on June 20.

Witnesses reported seeing Carreno peeling blue paint from the bottom of the pool. Police detained him after an officer allegedly saw him reach into the water and pull up a piece of coating. He is charged with destruction of public property, defacing property and destroying government property.

Dennison‑Gibby was detained after an officer reported seeing her peel up a piece of the pool’s paint. Officers took her into custody, and a search found an additional piece of the liner in her purse. She faces charges including possessing or destroying cultural property, destruction of public property and defacing property.

Thiers was detained after officers said they saw him reach into the Reflecting Pool, peel off a piece of blue sealant and remove it from the water. He admitted taking the piece and still had it in his hand when contacted by police. He was arrested and issued a violation notice for possessing or damaging a structure or cultural resource.

On Thursday, former Olympic canoe racer David Hearn pleaded not guilty to charges that he deliberately damaged the pool, a case his attorneys and other critics of the Trump administration have called politically motivated.

RELATED: Former Olympian David Hearn pleads not guilty in Lincoln Memorial Reflecting Pool damage case

Police: 13-year-old charged in DC armed carjacking, officer shoots at second suspect

D.C. police arrested a 13-year-old boy after an armed carjacking early Wednesday that led to a police chase and an officer firing his service weapon at the fleeing suspects.

The second suspect is still on the run, and police have not yet recovered the rifle.

Police said the carjacking was reported around 1:20 a.m. in the 700 block of 19th Street in northeast Washington, where two suspects approached a victim and one pointed a rifle while demanding the victim’s car keys.

The 23-year-old victim spoke with FOX 5 DC's Bob Barnard on Thursday. FOX 5 is protecting his identity because one of the victims has not yet been arrested.

He told FOX 5 that he was leaving his girlfriend's house when he saw two young people on the sidewalk.

"They ducked down the alley, next thing you know, they turned around and pulled a rifle out of their pants," the victim said. "Which is crazy to me because, dude you're a kid, why are you walking around with that?"

He says he wasn't hurt, but was surprised by how young the suspects were.

"I got robbed by babies, man," he said. "Why are you 13 walking around with that kind of artillery?"

After the carjacking, police issued a citywide lookout. Officers spotted the stolen vehicle a short time later on Valley Avenue in Southeast. Police attempted a traffic stop, but the vehicle fled, prompting a pursuit that ended at 2nd Street and Xenia Street. The suspects ran into the wooded area along Oxon Run Trail.

During the search, police said an officer canvassing the tree line in the 4000 block of Livingston Road saw one suspect emerging from the woods just after 2 a.m. The officer ordered the suspect to show his hands. Police said the suspect did not comply and raised a rifle toward the officer, who was still seated in his cruiser. The officer fired and the suspect ran back into the woods. No injuries or damage were reported.

Police said the officer was alone, was not injured, and has been placed on administrative leave under department policy.

READ MORE: 14-year-old arrested in DC after police say he pulled gun, robbed victim of shoes

At 2:13 a.m., officers arrested a juvenile near where the stolen vehicle had stopped. The 13-year-old boy from southeast D.C. was charged with armed carjacking, reckless driving, and fleeing from a law enforcement officer.

The second suspect remains at large.

D.C. police, aiming to curb recent violent teen takeovers, have announced a new juvenile curfew zone for the U Street corridor, and this one began earlier than usual.

The curfew zone started at 9:30 p.m. Thursday because of a permitted event in the area. The zone prohibits groups of nine or more juveniles from gathering without an adult or guardian inside the designated area, and it goes into effect several hours before the citywide curfew begins.

Tonight, Saturday and Sunday, the U Street corridor curfew zone will begin at 8 p.m., followed by the citywide curfew at 11 p.m. Mayor Muriel Bowser recently issued another emergency order extending MPD’s curfew authority through June 27.

RELATED: DC police chief announces juvenile curfew zone in U Street corridor June 18-21

In Maryland, the city of Laurel has also implemented a juvenile curfew for the summer, running from 10 p.m. to 5 a.m. unless a juvenile is with an adult or heading home.

For now, D.C. police have only announced the U Street corridor as a curfew zone for the weekend, but that could change. Police have added additional zones on Fridays as the day progresses.

U Street Corridor Juvenile Curfew Zone: What to know

To the north:

V Street from 15th St to Vermont Ave, NW

Vermont Avenue to Florida Avenue, NW

Florida Avenue to 9th Street, NW

9th Street to Barry Place, NW

Barry Place to Georgia Avenue NW

To the east:

7th Street from T Street to Florida Avenue, NW

Georgia Avenue from Florida Avenue to Barry Place, NW

To the south: T Street from 15th Street to 7th Street, NW

To the west: 15th Street from V Street to T Street, NW

The curfew zone began at 9:30 p.m. Thursday to allow attendees of a permitted event to leave the venue.

The curfew zone runs 9:30–11 p.m. Thursday and 8–11 p.m. Friday through Sunday.

Juveniles under 18 are prohibited from gathering in groups of nine or more, and a citywide curfew begins nightly at 11 p.m.

For the maps of the juvenile curfew zone, visit MPD’s Designated Juvenile Curfew Zones webpage.

White House UFC Freedom 250 attack plot: Alleged ringleader was in US illegally, DHS says

Federal officials say Abraham Hermosillo Alvarez, identified in court documents as the alleged ringleader of a plot to attack the White House UFC event this past weekend, was in the country illegally after overstaying a visa, according to information from Fox News Digital.

According to Homeland Security information in the documents, Alvarez came to the United States as a child and received deportation relief through the Deferred Action for Childhood Arrivals (DACA) program in 2014 after failing to leave when his B2 visa expired in 2001.

Five co‑conspirators have been arrested this month in what investigators describe as a plan to use explosive‑laden drones to force an evacuation from the event, followed by sniper fire aimed at the fleeing crowd. Federal authorities say Alvarez was responsible for planning, organizing and directing the planned attack.

RELATED: 5 accused in alleged drone and sniper plot targeting White House UFC event

Court records identified Alvarez as a foreign national after he consented to consular notification following his arrest this weekend, though the documents did not specify his immigration status or country of origin.

Immigration and Customs Enforcement has lodged a detainer for him following his arrest by the FBI in Omaha, Nebraska, on the day of the event.

The White House and FBI declined to comment on the whereabouts of others involved in the group chat linked to the plot, directing inquiries to a Justice Department press release.

In a statement, DHS Acting Assistant Secretary Lauren Bis said Alvarez "should never have been allowed in our country" and called him the ringleader of a failed attack targeting the UFC Freedom 250 event. She said he will face justice and be removed from the country.

Investigators say the group also discussed a second phase in which they would storm the White House gate. According to federal documents, the plotters cited grievances including government corruption, the handling of the Epstein files, water use at data centers and the influence of Israel over domestic politics.

RELATED: At least 3 suspects ID’d in alleged drone attack plot to attack UFC event at White House: FOX News

According to the Department of Justice, Alvarez used the name "Shepherd" in a group chat dedicated to planning the attack and allegedly responded "as many and as deadly as we can get" when asked about making drones with explosives. Investigators say he claimed to have a working drone.

Officials have identified 23 people connected to the alleged terror planning network, though only five arrests have been announced. It remains unclear why the UFC event proceeded with many of the individuals still at large.

The State Department did not respond to questions from Fox News Digital about whether Alvarez’s DACA status would be revoked if he is convicted. Each defendant faces a maximum sentence of life in prison and a $250,000 fine if convicted, with an additional five‑years for planning violence on White House grounds.

Vice President JD Vance said Tuesday that the alleged plans were "not that advanced," noting the plot was relatively undeveloped and that none of the suspects were in Washington, D.C. during the event.

Acting Attorney General Todd Blanche said in a Justice Department statement that federal authorities acted quickly to disrupt the plan, saying they will continue to take aggressive action against those who incite or plan violence.

UFC CEO Dana White said multiple threats were made against the event, calling such incidents "normal stuff" for high‑profile gatherings.

President Donald Trump has faced a series of security threats since being wounded in an attempted assassination at a 2024 campaign rally in Pennsylvania, including a second attempt at his Florida golf club, an alleged Iran‑linked murder‑for‑hire plot, an armed man rushing the White House Correspondents’ Dinner and numerous threats from other individuals.

Court date postponed for suspect in National Guard shooting

The hearing for the man accused of shooting two West Virginia National Guard members in the District late last year has been postponed.

Rahmanullah Lakanwal, a 29‑year‑old Afghan national who was also shot during the confrontation, was expected to appear for a status hearing Wednesday. That hearing was vacated and rescheduled for a later date.

FOX 5’s Stephanie Ramirez reports that the suspect Lakanwal is accused of shooting and killing Army Specialist Sarah Beckstrom and seriously wounding Staff Sergeant Andrew Wolfe.

He traveled to D.C. from Washington state and has pleaded not guilty in the ambush‑style attack outside the White House last November.

He faces several charges, including first‑degree murder, and federal prosecutors have signaled they may pursue the death penalty.

The suspect remains behind bars at this time.

Police search for suspect after deadly broad daylight shooting near DC post office

A southeast D.C. neighborhood was shaken Tuesday by a deadly afternoon shooting near homes, businesses and a post office.

FOX 5’s Shomari Stone was on the scene as crime‑scene investigators collected shell casings and other evidence in brown paper bags.

Homicide detectives say that around 3 p.m., officers responded to the 600 block of Southern Avenue for a report of a shooting outside the post office. Police found a man suffering from gunshot wounds. D.C. Fire and EMS tried to save him, but he died at the scene.

Police shut down the street while processing the scene, forcing Metro buses to take an alternate route.

Authorities have not released the victim’s name or age, and no motive has been identified. The investigation remains preliminary.

Anyone with information is urged to contact D.C. police.

Teen girl killed in apparent accidental shooting as family friend arrested in Southeast DC

A 15-year-old girl is dead, and an adult family friend is in custody after what police are calling an accidental shooting involving a friend in Southeast D.C.

Metropolitan Police responded to reports of a shooting at an apartment on Barnaby Street SE around 7 p.m. Saturday.

Two 15-year-old friends were hanging out in the apartment when they gained access to a firearm. During the encounter, one of the teens accidentally shot the other, according to Interim Police Chief Jeffrey Carroll.

Investigators say the teenager who fired the weapon immediately put the gun down to go get help.

The 15-year-old who discharged the firearm is not currently facing charges, as police say all indications point to an accidental discharge.

However, police have arrested the resident of the apartment, described as a family friend. The individual was taken into custody because the firearm involved was both unregistered and left entirely unsecured.

"When you see two young people whose lives have been tremendously impacted, their friends and families... all of this is caused by an illegal firearm that was not properly secured inside a location," Chief Carroll stated. "It’s really just changed the course of so many people’s lives. It’s so tragic."

Juvenile curfew zones back in effect this weekend ahead of order expiration

D.C. police are once again establishing temporary juvenile curfew zones in two popular waterfront neighborhoods as city leaders continue efforts to curb violent teen takeovers and large youth gatherings.

The restrictions come as the legal authority behind the curfew zones is once again set to expire this weekend, creating uncertainty about what happens next.

The Metropolitan Police Department announced on Friday the creation of two Juvenile Curfew Zones covering parts of Navy Yard and the Southwest Waterfront.

The zones will be in effect from 8 p.m. to 11 p.m. on Friday, June 5, and Saturday, June 6.

Under the order, anyone under the age of 18 is prohibited from gathering in groups of nine or more within the designated zones unless participating in exempted activities or accompanied by a parent or guardian.

Navy Yard

The Navy Yard curfew zone includes the area bounded by:

I-695 to the north

8th Street SE to the east

the Anacostia River to the south

South Capitol Street SE to the west

Southwest Waterfront

The Waterfront curfew zone includes the area bounded by:

I-695 to the north

South Capitol Street SW to the east

P Street SW and portions of the Anacostia River to the south

Washington Channel and 2nd Street SW to the west

D.C.’s current emergency juvenile curfew zone authority is scheduled to expire at 11:59 p.m. Saturday.

The D.C. Council has not been able to pass emergency legislation that would immediately extend the law.

However, council members have approved a permanent extended juvenile curfew zone measure that is expected to take effect in mid-July after congressional review.

It remains unclear how city leaders plan to address the potential gap between the expiration of the emergency order and the implementation of the permanent law.

Bowser’s youth curfew order set to expire this weekend

D.C.’s extended juvenile curfew zone law is once again set to expire, with the current order scheduled to sunset at 11:59 p.m. Saturday as police and city leaders continue efforts to curb violent teen takeovers.

FOX 5’s Stephanie Ramirez reports the curfew zone law remained in place because Mayor Muriel Bowser issued an emergency order after the violent brawl inside the Navy Yard Chipotle several weeks ago.

The extended juvenile curfew zone law gives police authority to prohibit teens under 18 from gathering in groups of nine or more without a guardian in any area designated as a curfew zone.

RELATED: DC faces summer youth curfew gap

Ahead of weekends, police have been announcing curfew zones in hotspot neighborhoods such as Navy Yard, where multiple violent or disruptive teen takeovers have occurred.

Debate continues over whether the measure is a necessary tool or leads to over‑policing of teens.

The D.C. Council has not been able to pass emergency legislation that would take effect immediately, but it did approve a permanent extended juvenile curfew zone law expected to take effect in mid‑July after congressional review.

It remains unclear how city leaders plan to handle the potential gap in the law.
