Many people within infrastructure might be asking; what will the US midterms actually mean for the asset class? The 2026 midterms are looking likely to produce a split Congress. While this result will extend current federal gridlock, it doesn’t necessarily mean a reversal in direction for infrastructure. States still retain their role as the primary driver of new projects. And with 39 governorships on the ballot (21 without an incumbent), a largely new wave of state leaders will be shaping infrastructure agendas from January. At a federal level, the BUILD America 250 Act faces a hard reset if it isn't passed before the new Congress convenes, which leaves funding uncertain. Our recent deep dive with Freshfields into international regulatory and transaction landscapes finds a concerning theme emerging in many jurisdictions – something Competing for Capital refers to as “retrospective risk”. For investors, mid-stream policy shifts and tweaks to existing legislation can quietly rewrite the economics of capital that has already been committed. Countries may have sophisticated investment frameworks but these mean little if regulation is unpredictable and inconsistent. It's clear that removing permitting, planning and consenting delays can be crucial in derisking projects for investors. Our latest Global Infrastructure Index, conducted by Ipsos, shows that one in three respondents across 29 countries see rail infrastructure as a national priority for investment.🌎 Within Europe, investment in rail topped the list of infrastructure priorities in Hungary, Sweden and Spain. It also appeared as a high priority in Germany, the UK and France. Our CEO, Jon Phillips said: "As the European public change the way they commute and travel to be more sustainable, better rail service should focus on giving people faster, easier and more reliable journeys. The public themselves have sent a message that investment in rail should be prioritised, and Europe’s high-speed rail ambitions can deliver many of these improvements - but only if investment keeps pace." The Global Infrastructure Index 2026 by the Global Infrastructure Investor Association (GIIA) and Ipsos has found rail is increasingly becoming a national investment priority for the public worldwide.
