Having talked to Oracle and Dinah already--not to mention a Batman from after the one he knows--it's obvious to Hal Jordan that if he wants to get to know this world better, he will need to start with Kansas. In particular, the Kents' old farm, now owned by this 'Lucy Cooper', whoever she might be.
Hal was never out to the farm as much as other members of the JLA, but he remembers well enough where it was, and he's not surprised to find it in the same place in this world. Still, he opts to cruise around the area a bit first. Maybe he'll run into more people he knows.
And maybe he'll get used to the sight of Metropolis rising up from the plains of Kansas. Eventually.

She has given up on trying to get this to stop, and has resorted to muffling the noise by giving him things to cram in his mouth. His current favorite is still her braid.
In short, there is a strange, muffled, siren-like noise that heralds a rather young woman jogging with a baby strapped to her chest.
She stops to scope the new arrival out.

"That little guy's got a real hobby." Hal would be working on green earplugs right now, but he figures Sonia might not appreciate that.

"What's with the... thing?" It is another suspiciously not-witchcraft thing! Sonia does not like them. They mean she has to be diplomatic and not immediately kill the people using them. It is hard!

Admittedly, she likes the "keeping the peace" part. Sonia is down with peacekeeping.

"The galaxy? The planets out there?" he gestures at the sky above them. "Other worlds?"
"Or did you mean the Green Lantern part?"
After all, if she's from somewhere else, like he's been told, they might not have GL's there.

"Up in the sky? Like where the portals come from?" She is not sure if she ought to be more impressed or confused. Little bit of both, perhaps!
"Um, well... I ain't heard of either, but... figured it was... y'know, a thing."
Sonia: Totally has this word stuff down.

He puts out a hand. "I don't normally do this, but since this place is outside my jurisdiction, I don't think the Corps will mind. I'm Hal."

"This is Ralph." Ralph squeals at him in greeting.

Does he like dragons?
Lucy - returning from a fruit run with a sack of oranges held in one claw - starts climbing the sky when she sees Hal, on the principle that altitude is a good idea when you're dealing with strangers in your airspace.

And he's met more than a few dragons--and shapeshifters--in the Corps, even if they were space dragons, which might not be the same thing. So Hal is cautious as she comes into view, but of course, not terribly worried.
He's not sure this particular dragon can talk, though, and the ring's not giving him much intel to work with, so he gives her a careful wave and waits to see what happens next.

Long enough that she approaches to within easy shouting distance, so if the dragon can talk, apparently she doesn't want to.
Then she waves back and circles for a landing by the side of the road.

Hal slips into a classic wingman position and follows her down. Wingman is not his usual style, but, hey, dragon.

The easiest way to explain is to say that the dragon shape retracts, leaving behind a perfectly ordinary human girl. There's not that much mass lost in the transition. She wasn't a large dragon.
Then she picks up the bag again, extracts an orange, and holds it out to Hal.
"Hi."

"Thanks," he says, accepting the orange. He nods up at the sky. "That's got to be fun."

"I'm Lucy."

So he puts out a hand. "I'm Hal."
"That wouldn't happen to be Lucy Cooper, would it?"

Hal's keeping up the friendly demeanor, but Batman warned him Prime is here (http://community.livejournal.com/shatterverse/257296.html?thread=16169232#t16169232), and he knows there's a 50/50 chance this is him.
Still, Batman also said Prime hasn't caused any trouble, and there's no good reason to do anything that might change that.
