Qatar ratified its tax treaty with the UAE. Emiri Decree No. 39 (25 June 2026) is signed. It's not yet in force - needs UAE ratification and an exchange of instruments but the terms are locked, and the direction is clear. What changes: - Dividends, interest, and general services: 0% withholding at source - Royalties & technical fees: capped at 3% - Service PE threshold: 183 → 270 days (+87 days of runway before a taxable presence is triggered) If you run cross-border teams or holding structures between Doha and the UAE, this is worth modelling now not after the treaty enters into force.
