As AI becomes an increasingly consequential arena of geopolitical competition, two broad governance approaches are shaping the debate: an innovation-oriented US model driven largely by private-sector leadership, and a Chinese model characterised by greater state coordination, industrial policy and regulatory oversight. But India’s laws were largely written for a world where a human was still in control. The challenge goes beyond regulation keeping pace. As machines make decisions and act with greater autonomy, fundamental questions of 𝘤𝘦𝘳𝘵𝘪𝘧𝘪𝘤𝘢𝘵𝘪𝘰𝘯, 𝘴𝘢𝘧𝘦𝘵𝘺 and, crucially, 𝘭𝘪𝘢𝘣𝘪𝘭𝘪𝘵𝘺 become much harder to answer. Existing laws can apply, but they do not clearly determine how responsibility should be divided when autonomous systems cause harm. But realising its value across borders requires something fundamental: 𝐭𝐫𝐮𝐬𝐭 𝐚𝐧𝐝 𝐢𝐧𝐭𝐞𝐫𝐨𝐩𝐞𝐫𝐚𝐛𝐢𝐥𝐢𝐭𝐲. Earlier this week, our colleagues 𝐊𝐚𝐦𝐞𝐬𝐡 𝐒𝐡𝐞𝐤𝐚𝐫, Associate Director – Strategy & Research and Lead, Privacy and Data Governance & AI Verticals, and 𝐉𝐚𝐦𝐞𝐞𝐥𝐚 𝐒𝐚𝐡𝐢𝐛𝐚, Associate Director – AI and Public Affairs, both 𝐒𝐞𝐜𝐫𝐞𝐭𝐚𝐫𝐢𝐚𝐭 of 𝐂𝐨𝐚𝐥𝐢𝐭𝐢𝐨𝐧 𝐟𝐨𝐫 𝐑𝐞𝐬𝐩𝐨𝐧𝐬𝐢𝐛𝐥𝐞 𝐄𝐯𝐨𝐥𝐮𝐭𝐢𝐨𝐧 𝐨𝐟 𝐀𝐈 (𝐂𝐨𝐑𝐄-𝐀𝐈) presented 𝐓𝐡𝐞 𝐃𝐢𝐚𝐥𝐨𝐠𝐮𝐞 as speakers at the BRICS Statistics Track Side Event on “Unlocking the Potential of Administrative Data” in Lucknow. The discussions were held alongside the 𝐁𝐑𝐈𝐂𝐒 𝐌𝐞𝐞𝐭𝐢𝐧𝐠 𝐨𝐟 𝐇𝐞𝐚𝐝𝐬 𝐨𝐟 𝐍𝐚𝐭𝐢𝐨𝐧𝐚𝐥 𝐒𝐭𝐚𝐭𝐢𝐬𝐭𝐢𝐜𝐚𝐥 𝐎𝐟𝐟𝐢𝐜𝐞𝐬, hosted by India under its BRICS Chairship. 𝐊𝐚𝐦𝐞𝐬𝐡 shared perspectives on strengthening trusted data collaboration across BRICS countries. He proposed the development of a 𝐁𝐑𝐈𝐂𝐒 𝐓𝐫𝐮𝐬𝐭𝐞𝐝 𝐃𝐚𝐭𝐚 𝐄𝐱𝐜𝐡𝐚𝐧𝐠𝐞 𝐅𝐫𝐚𝐦𝐞𝐰𝐨𝐫𝐤 to enable the secure, interoperable and responsible integration of administrative and alternative data across member countries. He also highlighted the role of 𝐩𝐡𝐢𝐥𝐚𝐧𝐭𝐡𝐫𝐨𝐩𝐢𝐞𝐬 𝐚𝐬 𝐧𝐞𝐮𝐭𝐫𝐚𝐥 𝐜𝐨𝐧𝐯𝐞𝐧𝐞𝐫𝐬 𝐚𝐧𝐝 𝐜𝐚𝐭𝐚𝐥𝐲𝐭𝐢𝐜 𝐟𝐮𝐧𝐝𝐞𝐫𝐬, supporting pilots, facilitating multi-stakeholder collaboration and helping build the institutional capacity required to scale trusted data-sharing ecosystems. 𝐉𝐚𝐦𝐞𝐞𝐥𝐚 focused on what it would take to make 𝐢𝐧𝐭𝐞𝐫𝐨𝐩𝐞𝐫𝐚𝐛𝐢𝐥𝐢𝐭𝐲 work across diverse BRICS data ecosystems. She highlighted practical pathways including 𝘤𝘰𝘮𝘮𝘰𝘯 𝘥𝘢𝘵𝘢 𝘴𝘵𝘢𝘯𝘥𝘢𝘳𝘥𝘴, 𝘴𝘩𝘢𝘳𝘦𝘥 𝘵𝘢𝘹𝘰𝘯𝘰𝘮𝘪𝘦𝘴 𝘢𝘯𝘥 𝘰𝘯𝘵𝘰𝘭𝘰𝘨𝘪𝘦𝘴, 𝘈𝘗𝘐𝘴 𝘢𝘯𝘥 𝘪𝘯𝘵𝘦𝘳𝘰𝘱𝘦𝘳𝘢𝘣𝘭𝘦 𝘥𝘪𝘨𝘪𝘵𝘢𝘭 𝘪𝘯𝘧𝘳𝘢𝘴𝘵𝘳𝘶𝘤𝘵𝘶𝘳𝘦, as well as unique identifiers where appropriate and lawful.
