India already passed a law to stop paper leaks. It didn't work. The Public Examinations (Prevention of Unfair Means) Act came into force in June 2024 — prison terms, fines up to ₹1 crore, offences made cognisable and non-bailable. Then a government committee chaired by former ISRO chief K. Radhakrishnan spent months on the problem and delivered 101 recommendations. The Centre told the Supreme Court it would implement the corrective measures. In May 2026, NEET-UG was cancelled anyway. 2.27 million candidates. The Supreme Court's assessment of the agency responsible was four words: no lesson learnt. Here is the detail that should end the debate about what kind of problem this is. Investigators traced the leak to a professor who sat on the panel that set the paper. You cannot deter that with harsher sentences for touts. You cannot stop it with tighter transport security or more police at exam centres. When the breach originates inside the process that creates the paper, enforcement is already too late — it is downstream of a design that assumed the people at the centre would never be the problem. That is why "arrest a few people, promise a stricter law, announce another investigation" has failed three times running. It treats a structural flaw as a criminal one. And this is not only a medical aspirant's issue. Independent tallies count 89 documented paper leaks across India over the last decade, 48 of them serious enough to force a re-exam. Constable recruitment. Teacher eligibility tests. State service commissions. Clerical posts. These are the exams that decide whether a family's first graduate gets a government job. Almost every Indian family has someone who has sat one of these papers. Swipe for ten reforms that would make the next leak substantially harder to execute — and for what the country gains by building them. I'd add one honest caveat, because pretending reform is easy is how it gets abandoned. Computer-based testing is the single biggest structural fix available, and it cannot be switched on by announcement. NTA's current capacity is roughly 1.25 lakh candidates a day against NEET's 2.27 million. That gap is a construction project, not a press release. Build the capacity first, then move the exam. The technology exists. The expertise exists. Parliament's own standing committee reviewed several of these fixes this month and backed them. Only the political will is unproven. So when the next reform announcement comes — and one is coming — judge it on three things. Is there a date, or only a direction? Who audits it, and are they independent of the agency they're auditing? Was anything published, or does the report simply exist? 2024's promises failed all three. This is not about BJP. Not CJP. Not any party or any face leading a march to Parliament. This is about students who never made it home. More than a dozen young people are dead—sons and daughters who spent years preparing for one exam and didn't survive its collapse. NEET-UG 2026 was supposed to decide the future of millions of students. Instead, allegations that a pre-leaked "guess paper" closely matched the actual exam led to the examination being scrapped and conducted again. For weeks, millions of 17- and 18-year-olds lived in uncertainty, wondering whether years of sacrifice still meant anything. Some never lived to see the second attempt. Their parents did. This wasn't an isolated failure. India has witnessed repeated examination paper leaks over the years, exposing systemic weaknesses that continue to undermine merit and public trust. Warnings have been raised before. Yet the cycle keeps repeating. When students demanded answers, many were met with barricades, tear gas and batons instead of reassurance. You don't need to support any political party to believe that's wrong. You don't need to agree with every protest to believe that no 17-year-old should lose hope because the system failed to protect the integrity of an examination. As Education Minister, Dharmendra Pradhan holds political responsibility for the institutions under his charge. In my view, accountability should begin at the top. He should resign. The government should also implement meaningful reforms to restore the credibility of India's examination system before another generation pays the price. Feeling responsible is not the same as being accountable. Merit deserves protection. Parents deserve answers. A listing is the seller's second choice. By the time an asset reaches open distribution, the people who could have moved fastest have already declined. The teaser is the trace evidence of a private process that failed. What remains is priced for a market that has already seen it. This is why the best real assets in India never circulate. A family holding land on a growth corridor for thirty years has no liquidity pressure and no deadline. They are not waiting for demand. They are waiting for a counterparty who can price what the asset becomes — the FSI yet to be unlocked, the cashflow yet to be built — rather than what a comparable says it is worth today. The intermediary who only forwards inventory is competing on a spread that no longer exists. The one who can convert a non-seller into a seller — quietly, on the holder's timeline, protecting both sides — is operating in a market with no comparables and no competition. Trophy doesn't list. It waits to be understood.
