I would be cool if the PIP window is pushed to the top if certain conditions like mouse movement or window focus is on that screen.

Practically speaking PIP window should be in background but pushed to front if the the target display is being "used"

Yes, it'd be cool. But how to trigger and is it feature creep? And when would you un-trigger it back to the background?

Personally, I'd love it to pop to the front when I start a PowerPoint slideshow on a dummy display. But how would BD know?
