Scroll Area component, `dir` does not apply #628

The dir prop on scroll area doesn't apply the dir to the Scroll view component, it's just stuck at ltr:

If you use the DirectionProvider, the dir is applied:

Either the documentation needs to be updated, or the prop for the themed Scroll Area should work independently of the provider, imo.

If I fix this in my project I'm happy to contribute a PR.
