[BUG] Rate limit bug in REST API

Hi,
I believe I've found a bug in the REST API.
CORS Preflight OPTIONS requests are counted towards the primary rate limit.
I think this is incorrect as I can still be rate limited when specifying if-none-match to avoid the rate limit.
