user/repos can't get private repos by github app token

I checked out the document /user/repos,and the permission doc permission for github app, I think I just set the metadata permission to Read-only, and I expected to get all repos including private repo, But results are wrong.
whatever I change my parameters, the result shows only public repos, I absolutely set my github token in auth,( I approve it by another api (https://api.github.com/users/creeponsky/events , which can show my private events)
And googling, I found nothing about this. My current thinking is : Can Github App‘s API not get user private repos?
is that true? or am I miss something important?
