Due to my mistake I didn't remove the infringing files within the time limit and my repository was taken down. I would like to remedy this now by removing this repository completely and re-uploading a repository that does not contain infringing files. How can I do？

If I create a new archive after deleting the old archive, my content remains the same, will I get DMCA again?
