Copilot telemetry errors when offline: "getaddrinfo ENOTFOUND api.github.com"

Opening VSCode offline results in telemetry in the Copilot extension throwing a modal error box. This should not be a user facing error and should be caught silently.

Steps to reproduce:

1. be offline
2. open vscode

The issue resolves when Visual Studio Code is restarted, but it needs to be fixed.
