Go runtime metrics stabilization

Currently these exist as opt-in metrics. The plan is to get feedback and switch to having them be opt-out instead.

Logs API stable

• Tracking project: Go: Logs (GA)
• Blockers:
  • Depends on events signal work at the spec level
  • Adding enabled at the spec level
  • Depends on extending attributes with complex values at the spec level (OTEP: Extending attributes to support complex values opentelemetry-specification#4485)
  • Depends on stabilizing LogRecordProcessor.Enabled at the spec level (Stabilize LogRecordProcessor.Enabled opentelemetry-specification#4458)

Go runtime metrics stabilization: we have rolled out the new metrics by default in open-telemetry/opentelemetry-go-contrib#7507. We are going to wait another 2-3 months for user-feedback before stabilization.

otelhttp stabilization: @dmathieu will work on removing the old version of semconv support next week (🎉)
