TimePicker label width should extend to the length of total of the TimePicker and TimePickerSelect components, according to the design guidelines at https://carbondesignsystem.com/components/date-picker/style#time-picker-structure

longer label is adding additional space between pickers and wrapping to the width of the TimePicker Input box only
