After re-creating/building docker container BTCD ignores configuration file rpccert location if file already exist. #1994

Restarting the container does not cause any issues but once container is created and the rpc.key already exist the startup will fail with.
"BTCD: Unable to start server on [:8333]: open /home/btcd/.btcd/rpc.key: no such file or directory"
location for the rpccert is /rpc/rpc.cert, once I delete this file btcd start normally like nothing happened.
