Add license wxWindows Free Documentation Licence (Version 3)

The Erlang/OTP language contains some files licensed by wxWidgets as wxWindows Free Documentation Licence, Version 3.
For now, in Erlang/OTP we curate the affected files and wrote the following license ref: LicenseRef-wxwindows-free-doc.

It would be great to add the license into the license DB so that it is properly detected by ScanCode and ORT.
