Kill NfcService if NFC HAL service dies

If Nfc Hal service dies when NfcService is in
discovery state, All RF Activities are blocked
and are not notified to Nfcservice.
To avoid this, Register DeathRecipient
and Kill NfcService when NFC HAL service is killed.

Test: After NFC ON(Discovery state),
kill Nfc Hal service,
Perform tag read
