Fix Out of Bounds Read in AAVCAssembler

Fixed Out of Bounds Read in dropFramesUntilIframe Function in
AAVCAssembler.
Added missing bound checks in pickStartSeq function of AHEVCAssembler.

Manual cherry-pick of pa/2300853.
